2014 Spring Meeting

Feb.22,2014 Location: the Marist School 10:10 am--- Terry Blish (Marist) welcomes everyone to the spring meeting. Introduces the President, Greg Puckett (Brookwood). Twenty-seven members attending. Election of new Officers: Charles Todd(Dalton) re-elected as Vice president; Terry Blish re-elected as Treasurer. Treasurer Report-$1952.50 current balance, after all expenditures, the expected balance will be $144.00. GHSSCA Meeting GHSSCA will pay for all third place medals, Swimmer and Coach of the year awards, All State certificates and some team awards. 70 teams are current members of the GHSSCA. Georgia boast 234 swim teams and we need to try to get all teams/schools to become members of the Coaches Association Terry Blish brought up the All -State Team, nominations for Swimmer & Diver of the Year Award and Coach of the Year Awards. Discussion. Old Business: All state Certificates were completed and handed out by Matt Murphy ( Marist). Teams are posted on the web site at www.ghssca.com Criteria for All State explained by Matt Murphy. John Rives ( Grady) wants GHSSCA to look at adding more swimmers to the All State Team. Discussion. The membership decided to keep it as is. Rick Creed ( Mill Creek) explained the HALL OF FAME up-date and proposal. The proposal will establish Hall of Fame Swimmers and Divers to a three level tier: ( see handout or attachment) Gold level: A national record or NISCA top five performance ( in any sanctioned high school meet) or 6 or more Individual State Titles over the 4 years of high school eligibility—4 State Titles in diving. Silver Level: 3-5 Individual State Titles over the 4 years of high school eligibility or an Individual State Record-setting performance; 3 State Diving Titles. Bronze Level: 2 State Titles earned in the 4 years of high school eligibility; 2 State Diving Titles. Discussion: Membership made the above changes on diving and decided NOT to include relay performances. Motion passed 23-0 Matt Murphy asked for suggestions/ improvements for the FALL COACHES CLINIC. The membership has rated this clinic as EXCELLENT. Last season, Matt brought in Arena reps; Clinic on using Hy-tek; Clinic for the beginning coach; Clinic for the advanced coach with in water instruction; and a diving Clinic. Membership wants to keep similar format for the fall meeting. Greg Puckett explained the need for a change to the GHSSCA Constitution ( see handout or attachment). The vote will have to take place at the fall meeting. STATE MEET RECAP: 10 State Records broken, 133 HS from 1A to 5A participated and 49 HS from 6A participated; Governor Nathan Deal opened up the State Champs during the 5A and Under opening ceremonies. Membership felt that DIVING was successful being held the day prior to the start of the swimming meet. Matt Murphy THANKED the staff at Georgia Tech, The coaching Staff of the GT team and the volunteers that made this meet a success. Comments or concerns---email Matt Murphy or Franke Marsden. ( fmarsden@atlantaswimming.com). New Business: Kristin Nesbitt made a proposal to add a third heat at GHSA Finals ( A-B-C). Discussion: Currently, we have a (A-B) finals allowing 16 swimmers to compete at night. This will bring in more revenue for GHSA and the top 24 swimmers would score. Research has shown that the smaller teams would benefit from the change. Passed 19-1 John Rives (Grady) made a proposal to change the name of Swimmer of the Year to Swimmer/Diver of the Year. Motion passed 24-1 Swimmer of the Year and Coach of the Year voted and announced: Female Swimmer/Diver of the Year 6A-Katie Glover 12th (Milton HS); 5A and Under Female Swimmer/Diver of the Year- Caitlin Cooper 11th (Woodward Acad.) Male Swimmer/Diver of the Year: 6A-Jay Litherland 12th Chattahoochee; 5A and Under Swimmer/ Diver of the Year- Gunner Bentz 12th (St Puis) and Paul Powers 12th ( North Hall HS) Coach of the Year voted and announced: 6A Male Coach of the Year—Mary Howell (Walton); 6A Female Coach of the Year--- Virginia Richards ( Etowah) 5A and Under Male Coach of the Year--- Scott Carter ( St. Puis); 5A and Under Female Coach of the Year---Kaitlin Woods ( North Paulding) Next meeting: The FALL MEETING will take place at the Westminster School on Sept.13/14,2014. We will need meeting space ( class-room) and space for clinics, including the swimming pool. Meeting adjourned at 12:18pm Current GHSSCA Constitition – adopted 1995 Article 4: Officers The officers of the association shall be President, Vice-President, Secretary-Treasurer and Training Officer. A. Officers shall be elected for two year terms at the annual spring meeting; President and Training Officer will be elected in the even numbered years and the Vice-President and the Secretary-Treasurer in the odd numbered years. In the case that an officer resigns or is unable to fulfill his duties, the office will be filled by appointment of the remaining officers for the remainder of the term. Article 5: The duties of each office A. The President shall: 1. Preside over all meetings of the association. 2. Set the meeting date, place and time for all scheduled and special meetings. 3. Shall have the power to appoint and empower committees and to name members to these committees for any tasks that he sees as necessary for the well-being of the association. 4. Shall name the host school for the two semi-annual meetings of the association. B. The Vice-President shall: 1. Preside over meetings in the absence of the President. 2. Serve as the parliamentarian. 3. Assume the duties of the chairman until the next annual meeting, should the President resign or be otherwise unable to carry out his responsibilities. C. The Secretary-Treasurer shall: 1. Keep all records of the association. 2. Take minutes of all regular and special meetings. 3. Collect association dues and keep a roll of all members in good standing. 4. Send reports as required by GHSA or requested by the President. 5. Determine whether a quorum of the membership is present at a meeting. 6. Be responsible for all correspondence of the association. D. The Training Officer shall: 1. Insure all members be thoroughly trained in the rules of the National Federation of State High School Associations governing the sport of swimming / diving and those set down by the GHSA. 2. Have final responsibility for the classroom training of new members. 3. Recommend to the association for approval, policies which meet these responsibilities. Proposed changes to GHSSCA Constitution – 2015 Article 4: Officers The officers of the association shall be President, Vice-President, Treasurer, Secretary and Training Officer. A. Keep information updated on various historical lists. Historical lists to include but not limited to – Athlete of Year, Coach of Year, State Records, State Champions – team and athlete, and NISCA All-Americans.
